With a 128-MC device, that leaves plenty of space for the write buffer (data and address), as well as a couple of configuration registers - something I didn't think a small CPLD could do as its really FPGA territory. If you are that far, you can go all the way and also implement the counters in the CPLD. Another option may be three small CPLDs like the old 20V8 or 22V10.
